What makes this different from searching google netsplit -irc? Well, it saves you the headache of having anything related to irc pop up in your search results regardless of if you specify them or not. If you search for netsplit -irc, you can still find some things related to specific irc applications.

This would completely filter out anything under the concept of irc which would be different from filtering out the word irc from your search.

Example:
netsplit [::irc]

It searches for netsplit under anything related to irc.
     
       irc 
     /    \ 
 topic   netsplit

netsplit [::^irc]

Would search for all instances of netsplit that are NOT related to irc.
       irc 
     /    \ 
 topic   netsplit
